The Tirana European Days (May 14 and 15, 2026) provided an opportunity to present the first issue of “The EASTR Papers”.

Available in two languages, (English and French) and open to a broad European audience, this new collection sheds light on the profound changes our states and territories are undergoing, the shocks they face, and the capacity for adaptation that public authorities must continually strengthen.

These first “Papers” bring together best practices, points of convergence, and the responses provided by the various member countries to major current challenges such as the digital transition, the protection of cultural heritage, the management of health crises, the consequences of the war in Ukraine, natural disasters, and sustainable development.

The second issue will focus on the theme “Resilience and Vulnerabilities of Populations” and will draw on the wealth of presentations, discussions, and contributions from the Tirana conference.
