In memory of Carlo Mosca - Italy

A few days ago, Prefect Carlo Mosca, suddenly died. He was 75 years old.

He was the first President of our European Association and he was one of the organizers of the first European Days of State Territorial Representatives held in Rome.

He was a serious, helpful, cultivated, gentle, kind person and he was unanimously appreciated for his courtliness and his professionalism.

Prefect Carlo Mosca lived a full institutional life. He was Director of SSAI (the School of Italian Prefectoral Body), Director of the Legislative Office of the Ministry of the Interior, Head of Cabinet of the Minister of the Interior and Prefect of Rome. 

He was always very much engaged in supporting the sharing of experiences and the cooperation among the European colleagues.

For his high institutional merits, he was appointed State Councilor.

His studies and researches were also very intense. He published dozens of books and hundreds of articles. He was also involved in various editorial collaborations.

He was university Professor (at the University “Cattolica” of Milan and at the University “La Sapienza” of Rome) and he was Dean of the Interagency Law Enforcement Academy of Advanced Studies.

His studies mainly focused on the rights of citizens, the role of Prefects, security and public order (general theory and legislative developments), criminal law and professional ethics. 

After having been, for a long time, ANFACI’s General Secretary and President, he became its President Emeritus.

Besides, since its foundation and for over twenty years, he directed ANFACI’s official review.

ANFACI, still incredulous and grieving, will remember him with various initiatives.
